About e-CDESK (e-Caste Database of Employees in Services- Kerala)

INTRODUCTION:

The Kerala State Commission for Backward Classes (KSCBC) is a statutory Commission constituted by the Government of Kerala under the Kerala State Commission for Backward Classes Act, 1993 (Act 11 of 1993) for entertaining, examining and recommending upon requests for inclusion in and complaints of over inclusion or under inclusion of any backward classes in the list of backward classes of citizens in the State of Kerala and tender such advice to the Government as it deems appropriate. The additional function of evaluating, from time to time, the degree of backwardness of the backward classes and submitting periodical reports to the Legislative Assembly of the State was conferred on the Commission. The Kerala State Commission for Backward Classes (Amendment) Act, 2000(Act 10 of 2000) constitutes the Commission in the present form. To effectively discharge its functions under Section 9 of the KSCBC Act, 1993, KSCBC has launched this web based application viz., e-CDESK.

OBJECTIVE OF e-CDESK:

The objective of the project e-CDESK is to collect data with respect to the representation of the caste and communities of Kerala in the services under the state. Authorized users from various Government departments, PSUs, Local bodies, Universities, University departments, Colleges, Schools etc. will be provided with user logins in this web application so that they can enter data into the database from their location itself. A system administrator from KSCBC will consolidate the data received and generate customized reports for statistical analysis based on the data. These reports will help KSCBC in discharging its functions under Section 9 of the KSCBC Act, 1993.

MODULES OF e-CDESK:

Module for Government Department
Using this module, the department user can login to the online web application and can enter caste/community wise details of employees of the department. These details will be forwarded to the HOD/ Directorate user for verification. The directorate user/ HOD after entering the web application can see the details of employees forwarded by the respective department user in his inbox. He can verify the details and can enter his remarks. If the details are found correct, the verified list can be forwarded to the KSCBC.

Module for Autonomous Bodies
In this module, the user of the respective autonomous bodies can login to the online web application using the username and password assigned. He can enter caste/community wise details of employees of the autonomous body. These details will be forwarded to the HOD for verification. The HOD after entering the web application can see the details of employees forwarded by the respective user in his inbox. He can verify the details, enter his remarks and if the details are found correct, forward the details to the KSCBC.

Module for PSUs
Here, the user of the respective PSU can login to the online web application using the username and password assigned. He can enter caste/community wise details of employees of the PSU. These details will be forwarded to the HOD for verification. The HOD after entering the web application can see the details of employees forwarded by the respective user in his inbox. He can verify the details, enter his remarks and if the details are found correct, forward the details to the KSCBC.

Module for Local bodies
In this module, the user of the respective local body can login to the online web application using the username and password assigned. He can enter caste/community wise details of employees of the local body. These details will be forwarded to the HOD for verification. The HOD after entering the web application can see the details of employees forwarded by the respective user in his inbox. He can verify the details, enter his remarks and if the details are found correct, forward the details to the KSCBC.

Module for Universities and other Educational Institutions
This module includes provision for entering caste/community wise details of staff of concerned universities, university departments, schools and colleges. These details will be forwarded to the respective HOD (Principal for school and colleges) for verification. The HOD after entering the web application can see the details of employees forwarded by the respective user in his inbox. He can verify the details, enter his remarks and if the details are found correct, forward the details to the KSCBC found correct, forward the details to the KSCBC.

Module for KSCBC
The details forwarded from the HOD/directorate user of the concerned government departments/autonomous bodies /PSUs /local bodies /universities /university departments/ schools /colleges will be seen as a consolidated list in the inbox of the KSCBC user. Various reports such as caste wise, community wise, department wise, mode of recruitment wise, gender wise, category wise reports can be generated and can be exported to PDF/excel format using this module. There will be provision for percentage wise calculation of employees based on category, caste, community etc. in comparison with the allotted quota/ sanctioned strength of employees for the particular category, caste, community etc.
